Hayden’s Town Clerk conducts an array of services for the town. This position is directly responsible for preparing, publishing and mailing all public notices while also recording Town Council and Planning Commission minutes. The Town Clerk prepares proclamations; attests to the validity of all public Town documents; maintains the Town’s official documents, ordinances and resolutions; and provides public access for review of Town records. The Clerk conducts all municipal elections and serves as the filing officer for all campaign and conflict of interest disclosure statements.
The Town Clerk also licenses liquor establishments in Hayden. The Town Clerk is additionally responsible for receptionist and customer service duties, utility billing, sales tax licensing and processing Hayden’s building permits.
The purpose of this policy is to assure prompt and equitable service to citizens requesting access to public records and writings. This includes any records created by electronic mail in accordance with the requirements of C.R.S. 24-72-205. This policy does not apply to criminal justice records.
“Public Records” is defined by Colorado State Statute as all writings made by the Town unless specifically exempted, maintained or kept by the Town for use in the exercise of functions required or authorized by law or administrative rule or involving the receipts or expenditure of public funds. Criminal justice records (as defined elsewhere) are not public records.
The word “writings” includes all books, papers, maps, photographs, cards, tapes, recordings, or other documentary materials, regardless of physical form or characteristics. This also includes digitally stored data, including without limitation electronic mail messages, but does not include computer software.
