Clarion will begin the Development Code Update with a Code Assessment that evaluates how well Hayden’s current Development Code aligns with the Hayden Forward Master Plan and modern development needs. The Code Assessment will identify opportunities to update zoning districts, improve user-friendliness, address resiliency and infrastructure standards, encourage affordable housing, and ensure compliance with updated local, state, and federal laws.
Drafting of the full Development Code will be organized into two stages: first, internal drafts for staff and Working Group review, and then public drafts for broader community feedback. Throughout the process, Clarion will work closely with Town staff, Working Group, topic-specific stakeholder groups, and the community to host public meetings, gather feedback, and refine the Development Code drafts in response to public input.
